The Northern Forest proposal by the British government has met with considerable derision. Critics regard it as an attempt by Theresa May to distract attention from the train wreck of Brexit and from the growing crisis in the National Health Service. Very few people believe that it will actually happen, when Westminster governments have ignored far more pressing needs of the north of England -- jobs, housing, improved transport links -- for more than a generation.
