The *other* Metra station

While we in Ravenswood continue to wait for tile deliveries or whatever so Metra and the UPRR can finish replacing the platform they tore down in 2011, the a priori Peterson/Ridge station that broke ground 18 months ago is almost done:

Work on the station is slated to wrap up this fall, when the long-awaited station will open to the public, project managers said at the community meeting.

Announced in 2012, the Peterson-Ridge station has been the victim of the state’s years-long budget impasse and then permitting issues with the city.

After finally securing funding in 2019, the project’s groundbreaking was pushed back to spring 2021. The project was stalled once again when the Department of Water Management rejected Metra’s plans for environmentally friendly permeable pavers, saying such plans could jeopardize water main pipes below the site.

The groundwater plan was altered and the station project broke ground in November 2021.

So, which station will open first? Given the railroad's track record (ah, ha ha, ha), it's even odds as far as I can see.

New mayor, new city council

Mayor Brandon Johnson (D) took the oath of office this morning, along with the 50-member Chicago City Council:

Thousands of spectators watched as Johnson was sworn in by Cook County Chief Judge Timothy Evans at the Credit Union 1 Arena at the University of Illinois at Chicago on the city’s Near West Side. He was sworn in alongside the new City Council — which includes 13 freshman members, many of whom campaigned on pushing the body further to the left, and who also will increase the racial and LGBTQ+ diversity of the council.

“People of Chicago are counting on us to work together,” Johnson said, after turning around to applaud the new council. That gesture was in stark contrast to former Mayor Lori Lightfoot, who in 2019 sarcastically turned to the council when speaking about her intentions to root out corruption in Chicago politics during her inaugural speech.

Lightfoot welcomed the crowd “to a peaceful transfer of power” as she called the inauguration ceremony, which doubles as a formal City Council meeting, to order. She watched as Johnson took the oath of office, as is customary for inaugural ceremonies. Over the weekend former Mayor Rahm Emanuel sent Johnson well wishes from his outpost in Tokyo, where he serves as U.S. ambassador to Japan.

To get here, Johnson took an unconventional route compared with previous mayors. Having cut his teeth politically as a top Chicago Teachers Union organizer a decade ago, Johnson brings with him a labor-friendly resume that has galvanized the city’s political left. That coalition of progressive unions and grassroots organizations propelled Johnson to victory after their chosen candidates suffered mayoral runoff losses in 2015 and 2019.

When Johnson first announced his run, his candidacy was often dismissed. He polled in the single digits while rivals such as the CTU’s former endorsed candidate in the 2015 mayor’s race, U.S. Rep. Jesús “Chuy” García, jockeyed for the progressive vote.

Johnson’s campaign themes of racial justice and taxing the rich ultimately caught fire, however. Buoyed by cash from CTU and like-minded unions, he surged months later to knock out incumbent Lightfoot in the initial round of voting — the first time a sitting Chicago mayor had lost reelection since Harold Washington beat Jane Byrne to become the city’s first Black mayor in 1983. Johnson will be the fourth.

As a CTU organizer, Johnson had been an instrumental force in crafting the union’s reputation as a progressive powerhouse, but election opponents countered that Chicago doesn’t need a mayor beholden to the teachers union. He also faced frequent fire for his past support of the “defund the police” movement, or the activist-backed calls to reallocate law enforcement budgets and send the funds to other social services in the wake of the 2020 Minneapolis police murder of George Floyd.

In his inaugural address, Johnson pledged to reopen Chicago's closed mental-health clinics and to tackle the crisis caused by Southern Republican governors shipping asylum-seekers to the city:

“I want to make sure that no one ever has to suffer because they do not have access to mental health services,” Johnson said in his speech. 

Johnson repeatedly mentioned the migrant crisis unfolding across Chicago. Thousands of people have arrived in the city in recent weeks from the southern border, overwhelming the city’s shelters and forcing hundreds of migrants, including children, to sleep on the floors of police stations. 

“We don’t want the story to be told that we were unable to house the unhoused or provide safe harbor for those who are seeking refuge here, because there is enough room for everyone in the city of Chicago,” Johnson said.

The new mayor also emphasized the need to revitalize neighborhoods that have lost people and resources by “rerouting the rivers of prosperity to the banks of disinvestment.” He rejected the “zero-sum game” of pitting the needs of migrant families against the needs of longtime residents to live in “a fully funded neighborhood.”

Johnson narrowly beat former Chicago Public Schools chief Paul Vallas (D?) in the runoff election on April 4th.

  • Google has updated its satellite photos of Mariupol, clearly showing the destruction from Russia's invasion and subsequent siege.
  • Senators Angus King (I-ME) and Lisa Murkowsky (R-AK) have introduced legislation to force the Supreme Court—read: Justices Thomas (R$) and Gorsuch (R)—to adopt a binding code of ethics. Presumably a Democratic bill that would actually let Congress set the Court's ethical standards will come soon.
  • On Monday, the city will cut down a bur oak they estimate has lived over 250 years.
  • The US Army will rename a Virginia fort after Lt. Gen. Arthur Gregg and Lt. Col. Charity Adams, replacing the name of a disgraced traitor named Robert E. Lee.
  • Carolyn Bryant Donham, whose false accusation that teenager Emmett Till whistled at her resulted in her fellow racists lynching the boy, died on Tuesday at 88.
  • Emma Durand-Wood discovers what many of us already knew: having a fitness tracker, and getting your steps in, makes you very aware of walkable environments.
  • Nicholas Dagen Bloom's new book explains why public transit in the US has done poorly for the last 75 years (hint: racism).
  • Max Holleran suggests a way to make US cities cleaner (and encourage more public transit use): make parking impossible.
  • Bruce Schneier suggests a publicly-funded AI could help save democracy—or at least offset the likely harms from only having privately-owned AIs.

  • In a less destructive prank gone wrong, seniors at Northridge Prep, a Catholic high school in north suburban Niles, accidentally let a steer loose in the village this morning.

Finally, as we approach the 50th anniversary of Gary Gygax creating Dungeons & Dragons, Christopher Borrelli suggests putting a statue of him up in downtown Lake Geneva. I concur. Or, since he spent the first seven years of his life just a few blocks away from where I'm sitting right now (on Kenmore near Wrigley Field), why not put one there, too? (One of my favorite memories from childhood is playing 5 minutes of AD&D with Gygax as DM.)

How Paris got rid of cars

The City of Lights has done a mitzvah for its citroyens, essentially banning cars from the city center in part by providing real alternatives:

French planners got a later start than their American counterparts. Before Paris could be carved up by expressways, resistance mounted over the familiar objections that also characterized highway revolts in the United States: destruction, displacement, pollution, the oil crisis. These protests were nested in a trio of nascent trends: the rise of environmentalism, the historic preservation movement, and the early waves of gentrification.

By the 1990s, anti-car forces were playing offense. In 1996 came Paris Breathes, a series of periodic street closures on Sundays and holidays. In 1998 the city opened Métro Line 14—the first new subway in more than 60 years, and the first of a blitz of transit investments concentrated in and around the suburbs. In 2007 the city rolled out the bike-share program Vélib’, which now offers 20,000 bicycles over 1,400 stations in and around the city. Car ownership in the region peaked in 1990 and has been declining since, even as the metro area population has grown by 10 percent.

Hidalgo’s Green Party deputy mayor for transportation, David Belliard, is even more strident: “The redistribution of public space is a policy of social redistribution,” he told me in 2021. “Fifty percent of public space is occupied by private cars, which are used mostly by the richest, and mostly by men, because it’s mostly men who drive, and so in total, the richest men are using half the public space. So if we give the space to walking, biking, and public transit, you give back public space to the categories of people who today are deprived.”

A top official in New York or Chicago would never. But in Paris, this is how City Hall talks.

Sad but true. I mean, it's taken us 13 years to replace a single Metra station, for example. I believe we'll see a car ban from the Loop someday, and I hope I'm still alive when it happens.

Finally, close to me, after the lovely Grafton Pub closed last August, the Old Town School of Folk Music stepped in to buy the space. But that plan has hit a snag after a higher bidder emerged.

Just got a minor office upgrade

At my day job, I go into our downtown office at least once a week, which turns out to be about once a week longer than almost everyone else. I like the change of scene, and Cassie gets to spend those days at day camp, so it's a win for everyone.

The 90%-or-so remote work that people have elected also means we have tons of empty offices while our multi-year leases run their courses. So, after waiting almost a year for the furniture upgrade that never came, the office manager today said "just go take the office next door to yours." Cool. Better furniture, a (very slightly) different view, and...that's about it.

Stubborn March weather

After having the 4th-mildest winter in 70 years, the weather hasn't really changed. Abnormally-warm February temperatures have hung around to become abnormally-cool March temperatures. I'm ready for real spring, thank you.

Meanwhile...

  • ProPublica reports on the bafflement inside the New York City Council about how to stop paying multi-million-dollar settlements when the NYPD violates people's civil rights—a problem we have in Chicago, for identical reasons—but haven't figured out that police oversight might help. (One Daily Parker reader suggested taking the money out of the police pension fund.)
  • A bill moving through Florida's legislature would address suburban sprawl by redefining it. (Want to bet a real-estate developer lobbied for this one?)
  • A ransomware attack a few weeks ago has affected up to 130 organizations, according to researchers and online boasts from the attackers.
  • United Airlines wants to start air-taxi service between the Loop and O'Hare by 2025, using electric vertical take-off and landing (eVTOL) airplanes.

Finally, I laughed out loud at the YouGov survey that found 46% of American men who have never flown an airplane think they could land an air transport with only some help from Air Traffic Control. I laughed because I do know how to fly a plane, and I don't think I could land a 787 well enough to use the plane again under any circumstances without a few dozen simulator hours. In fact, I would probably spend several crucial minutes trying to figure out how to change the radio to 121.5 and the transponder to 7700. But hey, the United States put Dunning and Kruger on the map, so this seems about right to me.
